In many ways this is a "standard" SF story about a conspiracy of good-guys to gain political control to deal with the problems of a deteriorating future society, but I found it interesting in that the main character does understand the ethical implications of the faustian bargains required. The science-fictional element, the application of chaos theory to politics, was also well worked out, and shows that the author has an excellent grasp of not merely buzzwords, but what chaos theory really involves, and the strengths and limitations. Recommended.

A sequel to an earlier Oltion story ("Unfinished Business") about a ghost on a spaceship; this one explains the ghost in SF terms by use of appropriate sf baffle-gab. I found it a lesser story.
